Most Respectfully We, Gramin Dak Sevaks, working in the Department of posts are submitting memorandum for your kind perusal and favourable action.

You may be aware the Gramin Dak Sevaks of the postal department are the most exploited and most neglected lot. This is the cheap labour system in force since British regime in India.  Now officers are continued to exploit this section of the society after independence. Their demand for regularization that is departmentalization is still a dream because of the negative attitude of the top level officers and the Central Government. 

GDS employees are part and parcel of the postal system, working like other departmental staff.  They are engaged for part time duties but used for full time, especially now where the GDS are working like LIC Agents to promote Postal Life insurance, promoting various savings schemes, paying Govt. money to the poorest of the poor of this country.  They never see clock to serve rural mass! Their services are also utilized for speed post delivery in urban/Metro areas where they are working throughout the day but paid for maximum 5 hours.  These urban GDS are to provide their own vehicles for delivery of speed post and parcels (this work attached recently) and their fuel (petrol) expenses are partly compensated!

To improve pay and service condition of departmental staff Justice Mathur’s committee is appointed.  Similarly an agreement was reached between unions and the Department during 2014 strike to appoint JUSTICE COMMITTEE FOR GDS ALSO.  But the department is now going back of its assurance and forcing us to accept OFFICIAL COMMITTEE HEADED BY A RETIRED OFFICER/Bureaucrat. 

Since officers of the department have been cheating the poor and hard working GDS again and again by diluting their legitimate demands WE NOW URGING FOR JUSTICE COMMITTEE TO HEAD THE PAY COMMISSION. 


Hence We are praying the Hon’ble Prime Minister’s intervention to for appointment of a JUSTICE PAY COMMISSION FOR GDS as done in 2006 pay revision to examine wage structure and service conditions of Gramin Dak Sevaks as the Government of India appointed 7th Central Pay Commission headed by retired Supreme Court Judge Sri Ashok Kumar Mathur

Hoping urgent intervention as the GDS employees are on STRIKE since 10th of this month, entered 10th DAY TODAY.
