Mandli NDTBO BO A/W Shimoga Market SO was ordered for abolition by Superintendent of Post Offices, shimoga vide his letter dated 24.09.2013 and circulated on 27.09.2013 and order to be effected from 01.10.2013.  Immediately our union protested against the order of abolition of BO on the following grounds.
  1. BO was a good running BO having about 700 accounts.
  2. The BPM who is a lady she had recently redeployed from Sagar a place which is 75 KM away from Shimoga.
  3. By this abolition and her second redeployment she is forced to loose about Rs.2700/- less pay.
  4. Due notice to public for abolition of BO was not served and the suggestion and representations of member public and users of post office was not taken as per DGs instructions.

Our union given notice to SPOs against the orders and threaten spontaneous trade union action.  The member publics were also protested and raised slogan shouting against the abolition when ASP went for abolition action.  Local MLA and Councilors were also intervened. Police were called for to restore peace.  In the mean time Circle Secretary and General Secretaries were also informed and they also intervened.  At last  the local leaders were asked to for dialogue and SP took initiative and  himself contacted the higher authorities and put a halt for abolition.  Thanks to SP for his action.  Thanks to the Circle leaders and CHQ leaders for their timely intervention.  The local leaders Com Prahlada Rao, Com.H.R.Eshwarappa, com G.Raghavendra, com Prakash Rao, com H.V. Rajkumar, com T.K.Gopal, Com.Raghavendra Havaler attended the meeting with SPOs.  Thanks to comrades who had supported for the right cause.

As such the only option available is to modify the holiday on 13.10.2013 as 14.10.2013 only in respect of Karnataka Circle.

As this is a main festival in respect of Karnataka Circle, it is requested to consider the option at the earliest.

Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers alongwith NFPE has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12th December 2012. After 12th December Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.

Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.



The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

7 Things never to discuss with colleagues

In all probability, you count many of your colleagues as your friends and spend more time with them than you do with you loved ones.

But where should a person draw the line and at what point should they stop being pals with theirco-workers and start a professional relation with them.

Indian-origin workplace law expert Joydeep Hor said that boundaries between work and privatelife are becoming blurred, which in turn is creating problems for workers both professionally and legally.

He has listed seven things that we should avoid talking or discussing about with our co-workers.

Firstly, Hor said that sex life is a topic that people should avoid talking with their colleagues, as it can get them in legal trouble; he asserted that the definition of sexual harassment can be quite broad, reported.

Secondly, people need to be aware of their obligation not to malign certain groups in the workplace, as the expression of personally held opinions could be dangerous.

Thirdly, gossiping about others in a work place is a no-no, as it suggests that the person may not be productive in the workplace. And gossiping about people in their private life is also risky.

Fourthly, a worker should never tell their superior that that they wrote themselves off on the weekend, as it represents a lapse in judgement and could makes them query if the person could have the same lapse in judgement in their work.

Fifthly, if a colleague or a customer is discourteous to the person, they should be careful about how they respond, especially if they are angry or frustrated, as co-workers might be turned off if they are constantly venting about others.

Sixthly, a person should never reveal to a co-worker about the big mistakes that they have committed in their life, as they can disclose it to others.

Seventhly, major life events that have happened in a person's life can pose problems if they share them in the wrong way.

India Post banking system roll-out moves to user acceptance

Infosys is embarking on training India Post staff in how to use its Finacle banking system after completing the roll-out of the system at 155,000 post offices in India.

India Post is moving to the user acceptance phase of a project that began in August 2012, after Infosys won the contract to supply a core banking system to India Post.

C. N. Raghu, head of Infosys in India, said that, with 40% of the Indian population having no bank account, India Post with 155,000 branches is the ideal organization to get rural people into the banking system. India Post has one branch per 8,000 people and 21km2.

“We have finished our part of the project and will start user acceptance,” sad Raghu. “When we have finished that, the government standards agency will look at it and then it’s up to India Post to start using it.”

Infosys is to roll out 10,000 tablet devices to India Post staff that will integrate Finacle and enable the company to provide mobile banking services to rural people. This is the second project won by Infosys and, if successful, more tablets will be rolled out.

This will ensure banks can connect the last mile to citizens, according to Raghu. “An India Post worker will be able to take the banking system to people that can’t reach a bank.”

More people will want to set up bank accounts as the Aadhaar (UID) project – the Indian government's plan to issue all of its citizens biometric ID cards – gathers pace. With a unique ID, many more people will be able to set up bank accounts.

The combination of the reach of India Post and the technology will help Indian citizens that have so far been left out of the banking system. “This could be a powerful tool for financial inclusion,” sad Raghu.

The Indian government stands to benefit when cash currently invisible to the financial system re-appears, much of it taxable. According to research from Gartner, Indian banking and securities companies will spend about 417bn INR on IT in 2013, compared to 369bn INR in 2012.

There is pressure on Indian banks to become more competitive and gain large customer bases. The Reserve Bank of India – which regulates the Indian financial sector – recently announced guidelines for new companies to enter the banking sector which is leading to greater competition.

In May this year the Department of Posts (DoP) awarded Tata Consultancy Services (TCS) a six-year contract worth 11,000m INR to provide an end-to-end IT modernization program for India Post.

The program includes developing and supporting mail, finance & accounts, HR, customer interaction management solutions including the rural ICT platform, data migration, infrastructure, call center and centralized with 24-hour service desk operation for all DoP. As core system integrator, TCS has responsibility for the overall integration of the end-to-end security system Enterprise Management System (EMS).


Govt to adopt Singapore model for APAR

India to adopt Singapore model for ranking babus at work places?

NEW DELHI: The Department of Personnel and Training (DoPT) has finally kicked in a process to change the Performance Appraisal (PAR) system for bureaucrats, asking for the views of other ministries on an improved system which borrows heavily from the model followed in Singapore. 


As per a DoPT note circulated to other ministries, the new system will make the annual appraisal process more objective in nature than the numerical rating system followed at present. Also, any superior giving an "outstanding" ranking to a junior will have to cite a "specific achievement" to justify the ranking, as per the note. 


The new system will also follow the model of the Singapore Civil Service that links the pace of promotions to an estimation of the highest level of work an offence can competently handle before his retirement and considers the official's intellectual qualities, result orientation and leadership qualities for appraisal. DoPT will also convert the appraisal process into an online filing system for IAS officers which will be duly explained to all state governments in an upcoming meeting on September 27. 


This follows after concerns were raised at the highest quarters about the current appraisal system in government where nearly every official gets an outstanding raking from his supervisor without even a face-to-face meeting with the appraiser. 


Cabinet Secretary Ajit Seth, at the Civil Services Day function earlier this April, had conceded that the Performance Appraisal Report system that was last revised in 2007 needed a major change as nearly every government servant was getting a 9 or 10 ranking in the annual appraisals. "If everyone is outstanding, no one is," Seth had said

               As a final step before embarking upon a nation wide indefinite strike, Confederation of Central Govt. Employees & Workers has decided to conduct strike ballot on 2013 September 25,26 & 27th.  All affiliated organisations and C.O.Cs should take initiative to make the programme cent percent success.  Sample Bllot paper and Appeal along with 15 point charter of demands are published in the Confederation website and also sent by post to all affiliates and C.O.Cs.  Please translate the appeal and charter of demands into local language and distribute it to each and every employee before 23rd September, 2013.  On 25th, 26th and 27th September POLLING BOOTHSmay be opened in the premises of offices at all centres and ballot boxes may be placed in the booth.  Each and every employee may be requested to cast their vote in the ballot paper by marking “YES” or “NO”.  It is secret ballot and hence name of the employee shall not be written in the ballot paper.  On completion of the voting, the boxes may be opened and votes counted by the office bearers of the affiliated organisations and C.O.Cs.  Total number of employees voted, number of votes in favour of indefinite strike (YES), Number of votes against indefinite strike (NO), Invalid votes etc. should be intimated to the Confederation CHQ through C.O.Cs or where C.O.C. is not functioning through the affiliated organisation on or before 28th September 2013 by email: (Email ID: OR

There are two issues under this item:-
(i) Conveyance of cash with police escort – this issue has been closed.
(ii) Fixing of line limit – A committee has been constituted under the chairmanship of DDG (CP&PO).  The committee will meet on 26/08/2013.
Fixing  Norms / Time Factors to Postal Stores Depot; Circle Stamp Depot & creation of establishment.
The staff side was informed that this issue will be addressed in the IT Modernization Project.

Allowing to appear in the Departmental Exam like IPOs – case of physically handicapped officials.
The matter is under consideration in consultation with Ministry of Social Justice, the nodal Ministry for notification of identification of the post for reservation in Department of Posts for persons with disabilities.  It is pending with that Ministry and the matter is being pursued with them.
Transfer of all HSG I Posts to General line
As per the existing RRs, HSG I recruitment is done from general line (from LSG, HSG II cadre) and through IPO line.  This provision was disallowed by DoPT and the matter has now been referred to DoPT in totality to enable DoP to revise the RRs so that all HSG posts can be transferred to General Line.
Payment of honorarium to supervisors & Staff of Divisional offices for processing of PLI and RPLI proposals.

The case for change of honorarium as incentive was taken up earlier with IFW Division.  For calculating incentive for each item of work, IFW has asked for devising new norms for items of work being carried out at Divisional Office.  Meanwhile, under the ongoing FSI project all the PLI / RPLI operations are further being decentralized to CPC / HO level.  Subsequent to implementation of FSI the time factor for all processes on the new insurance software will be available for calculating workload for staff / supervisor working as per the new work flow in CPCs.  Once the required norms are arrived the matter of incentive beyond a minimum threshold payable to CPC staff will be taken up.
Grant of OTA/ Excess Duty Allowance to the SPMs working in single / Double handed Post offices.

OTA is not admissible to SPMs.  The matter of introduction of an extra duty allowance to the operative staff of the Department is under examination in consultation with Nodal Ministries.  However, it may not be out of point to mention that in absence of admissibility of OTA to SPMs, the question of grant of extra duty allowance may not arise.

It was decided that the detailed proposal will be sent by the staff side and will be examined by the Establishment Division.  If some relevant points are raised by the staff side and which help to resolve the issue, the same will be included and the proposal will be referred tenth time, to the M/o Finance for consideration.

The staff side was informed that a committee has been constituted under the chairmanship of DDG (R&P) which will meet on 29/08/2013 and the report of the committee will be submitted within a period of 15 days.

Anomaly in the preparation of PA gradation list. Date of confirmation should not be taken now and date of appointment be taken for construing seniority. Fixing seniority based on the date of confirmation in unconstitutional and discriminatory and dropping of confirmation examination.
The staff side was informed that the problem in this case is only in Tamil Nadu Circle.  It was decided that the issue will be taken up separately with Tamil Nadu Circle
Pay protection to employees who seek transfer to a lower post under FR 15 (a)/transfer under Rule 38.
DoPT’s OM No. 16/4/2012-Pay-1 dated 05/11/2012 clarifies the issue.

Construction of Departmental Buildings for Postal Accounts Offices at Hyderabad, Trivandrum and Patna.

The staff side was intimated that the PAO office in Trivendrum shall be accommodated in the new building at Poojapura.  Postal Account Office for Patna has also been approved in EFC meeting, whereas the proposal of Hyderabad Postal Accounts Office has not been acceded to by the Planning Commission in the EFC Meeting.

Uniform application of incentive for IMT work

The proposal for the incentive for IMTS work done in the post offices has already been worked out in detail along with its financial implication.  The related file was submitted to JS & FA and the said file has been received back with some querries.  The file is being submitted again with compliance and seeking further orders.
Recovery of huge amount being interest Paid on PPF Account opened on Self name and also in the name of Minors (i.e. on two accounts) prior to 06.12.2000 – case of Karnataka Circle

This office has already issued order to stop recovery of interest from the officials at fault on 08/02/2012.  Since the Accounts were transferred to the Bank and RBI is the controlling authority of the Bank, the S.K. Region, Bangalore wrote a letter to RBI to issue order to the said Bank to get recover the excess paid interest on behalf of the Department of Posts.  Matter has also been taken up with the RBI by this office.  Reply is awaited from RBI.

Fixation of pay of MTS (Group C officials) who were granted ACP-I and ACP-II upgradations prior to 01.01.2006 consequent upon implementation of 6thCPC recommendation in the light of Postal Directorate’s latest order no. 1-20/2008-PCC (Pt.) dtd. 18.07.2011.

Instructions have been issued from time to time to hold DPC meetings as per the schedule prescribed by the Department of Personnel & Trg (DoP&T).  As regards filling up of the vacancies in HSG.I, a proposal was referred to DoP&T to fill up the vacancies in HSG.I as per the provisions of existing Recruitment Rules till finalization of amendment to the existing Recruitment Rules.  DoP&T has approved the proposal.  Directorate vide letter No. 4-44/2012-SPB.II dated 18/04/2013 has issued instructions to all Circles to fill up the vacancies in HSG.I in PO & RMS Offices as per the provisions of existing Recruitment Rules by convening DPC meetings by 30/04/2013 and issue the promotion orders by 06/05/2013.

Subsequently, another letter dated 27/06/2013 from Member (P) has been issued to all Circles with the request to ensure that all the vacancies are filled by convening DPC meetings and through Departmental Examinations.

Denial of relaxed standards to GDS in the appointment of Postal Assistants in the revised recruitment rules - regarding.
The issue involves amendment of Recruitment Rules.  It is being examined and decision will shortly be taken in this regard.
Special drive for residual vacancies.

For filling all the unfilled vacancies of Multi-Tasking Staff and Postman / Mail Guard in Subordinate offices and Circle / Administrative offices, necessary instruction was issued to all Circles vide letter No. 45-2/2011-SPB-I dated 18/10/2012 with the direction to take action to fill up all the vacant posts of earlier years latest by 30th June, 2013.  The drive is over and a status report from the Circles has since been called for to review the position.

Non-filling of IPO post of Direct recruits in J & K Circle

The Staff Selection Commission, who allocates the candidates for appointment to various Circles as per the preference given by the candidates, has been requested vide letter dated 07/06/2013 to give special consideration to nominate / allocate the candidates of J&K Circle for appointment to the post of Inspector of Posts through Combined Graduate Level Examination in order to ensure that posts do not remain unfilled.

Fixing norms for Postmen work

The norms were formulated after scientific work study by IWSU in 2008.  Since five years have already lapsed, it was decided to conduct another study by Departmental Officials or by a third party to review the postmen norms.  This decision was taken in a meeting held on 02/08/2013 under the chairmanship of Member(P).

Bifurcation of Bastar and Raigarh divisions in Chattisgarh Circle.

(a) Baster Division: As no matching savings have been provided by the Circle Office for creation of additional posts, the proposal for bifurcation of Baster Division to create Kankar Division is found not feasible in view of ban on creation of Plan / Non- Plan posts by Ministry of Finance .
(b) Raigarh Division:  The circle has been asked to provide matching savings for creation of posts required for the proposed Sarguja Division after bifurcation of Raigarh Division.  It has also been asked to furnish the financial implications involved in bifurcation of Raigarh Division.

Review of work load in Business Office.

It was decided that a report will be called for from the circles about the expenditure incurred and the revenue gained.
(i) Timely supply of uniform and issue of Kit Card.

It was decided that the instructions will be issued once again to all Heads of Cirlces for timely supply of uniform to eligible postal employees.  The staff side was also informed to take up the matter at circle level..
Issue of Kit Card:  The Directorate has called for the comment from all heads of the circles to explore possibility for issue of kit card on 03/06/2013.
Reply received from the circles so far is in favour of the issue of kit card to the postal employees, hence it was decided to agree to the proposal and further necessary action may be initiated.
