Railways Decide to Run Suvidha Trains – These Trains will Run at Dynamic Fare System

Ministry of Railways has decided to run Suvidha trains on the following terms & conditions.

 

· Tickets shall be issued only for confirmed and RAC passengers accommodation. There shall be no provision for waiting list in the train.

 

· The maximum Advance Reservation period will be 30 days while the minimum Advance Reservation period will be of 10 days. Zonal Railways may decide the exact ARP for each train within this limit.

 

· No concession shall be applicable on these trains. Full adult fare shall be changed for all passengers irrespective of their age. Also free passes/complimentary passes/warrant/concessional voucher etc. shall not be permitted in these trains.

 

· Apart from e-ticketing the sale of tickets shall also be allowed through PRS counters.

 

· Modification/duplicate ticket/cluster bookings/BPT will not be allowed.

 

· Only General quota bookings will be applicable.

 

· Upgradation option shall not be applicable in these trains.

 

· Passenger should produce one of the prescribed Identity Card during journey for verification purpose for both e-ticket & PRS ticket.

 

· On the basis of demand pattern, Suvidha train services may run during peak seasons like winter rush, summer rush, Dussehara rush, Holi rush and on other occasions as jointly decided by COMs and CCMs of the zonal Railways.

 

· There shall be no First AC/Fist Class/Executive class/general class/2nd sitting coach in the train composition of Suvidha Trains.

 

Three types of Suvidha Trains services are proposed:-

 

(1) Fully air-conditioned services with or without stoppages: Base Price: (Rajdhani base fare+Tatkal charges).

 

(2) Mixed services having no enroute commercial stoppages on mixed Duronto pattern: Base price: (Mixed Duronto base fare+ Tatkal charges).

 

(3) For mixed services having some stoppages enroute and running as Mail/Express: Base price: (Mail/Express base fare+Tatkal charges).

 

· In addition to above, if demand arises zonal Railways may also plan for fully airconditioned Shatabdi/Double decker type Suvidha Trains with fare of the respective categories of trains as per above.

 

· Suvidha trains will run on dynamic fare system. The Permissible booking pattern and charges thereon of Suvidha Trains will be as under:-

(*Other charges like reservation charge, catering charge, S/F, service tax, etc. will be taken in full wherever applicable)

 

· Vacant berths left at the time of charting will be offered for current booking counters. Tickets at current counters shall be sold at the last price sold for that class and other supplementary charges like reservation fee, superfast charges, catering charges, service tax applicable shall be levied in full.

 

· The information would also be displayed to the passenger during the booking in case the fare of lower class becomes higher than the higher class to exercise option to travel by the higher class.

 

· There shall be no downward movement in the fare.

 

· 50% refund of fare subject to minimum flat cancellation charge of rupees one hundred for airconditioned-II tier/first class, rupees ninety for airconditioned III-tier/3 economy/airconditioned chair car and rupees sixty for sleeper class will be granted for confirmed/RAC tickets upto 6 hours before the scheduled departure of the train. No refund of fare after that will be granted. Such refund will be granted by filing TDR in case of e-tickets and in case of PRS counter-ticket across the counter.

 

· The Suvidha train services shall be over and above the normal train services and special trains on Tatkal fares.

 

· The above guidelines will be implemented w.e.f. 01.07.2015.

Dear Colleagues, On 09.06.2015 a meeting was attended by the Standing Committee members of National Council, JCM with the 7th Central Pay Commission at Pay commission office, New Delhi. Representatives of the following organisations have participated

NFIR, AIRF, INDWF, AIDEF, Audit & Accounts, Income Tax Association, Postal

1) The Chairman of 7th CPC mentioned that 7th CPC report will be submitted to the Government of India well within the time by September 2015.

2) VII CPC report will be implemented on their recommendations w.e.f. 01.01.2016 and not from 01.01.2014 as demanded.

3) The minimum pay and pay structure will be decided by taking into account on the price index of 01.01.2016 for that the provisions are kept. Staff side insisted that 7th CPC should adopt the need based minimum wage formula at the minimum level; the intrinsic value of the assigned job at the intermediary level; the necessity to keep the relativity both at horizontal and vertical level and the need to provide a reasonable salary for the top bureaucrats, taking into account the perks. privileges, benefits, allowances and concessions that go with the posts. 7th CPC gave positive response on this.

4) Fitment formula will be equally made applicable for all ranks and it has been worked out already.

5) Parity in respect of common categories working in Secretariat and subordinate offices will be taken care and it has been taken note.

6) In respect of Pension, for the pre pay commission retirees and after pay commission retirees will be taken care by following some metrics and will be taken care.

7) While fixing minimum pay, DA increase on 01.07.2015 and 01.01.2016 will be taken into account and accordingly it will be decided.

8) JCM urged that the Need-based Minimum Wage concept to compute pay at the minimum level may be adopted. Pay commission should take into account the outside rates to determine the pay package at senior levels of bureaucracy but maintain the ratio between the minimum and maximum at 1: 8 (MTS to Secretary to Government of India). Staff side insisted that minimum pay at lowest level of Group ‘C’ staff should be Rs.26000. 7th Pay commission gave positive assurance on this.

9) Staff side demanded open ended pay scales to ensure that no employee stagnates without increment. We have suggested only 14 Pay scales. Minimum of which is Rs.26000 and Maximum Rs.78000 for Group ‘C’ employees. We suggested that the multiplication factor (26000/7000 = 3.7) may be applied uniformly in all the cases to arrive at the revised pay in the new scales of pay. We also suggested that the benefit on promotion. therefore, should be : two increments in the feeder cadre. 7th CPC agreed to act positively on this.

10) Bonus: Presently the PLBB and adhoc Bonus are calculated on the deemed provision that one’s total emoluments is only Rs.3500/-. This is an absolutely irrational stipulation and must be removed. We request that the Commission to recommend to the Government to remove the said stipulation and grant the bonus on the basis of the actual emolument of the employee. 7th CPC agreed to recommend our demand with positive note.

11) Chairman, 7th CPC mentioned that the memorandum and proposals submitted by the National Council Standing committee have been taken into consideration to prepare the report.

12) Demanded that the present Ex-Gratia Rs.10 Lakhs to Government employees in case of death while on duty should be raised to Rs.50 Lakhs would be considered.

13) Insurance (CGIES) coverage for employees to be raised from the existing Rs.30000/- to Rs. 3.5 Lakhs for which Rs.350/- premium will be paid. Agreed to continue 70:30 ratios for insurance and savings. They have already worked out methods by discussing with Insurance Company to increase the quantum. A decision will be recommended.

14) MTS: The introduction of Multi Tasking Staff (MTS) in Government organisation is creating lot of mismatching. Departments also raising objection on this to extract the work from MTS employees. In this respect. Chairman, VII CPC proposed that NC JCM staff side should submit the proposal for MTS to continue or to keep the erstwhile posts with their respective designation.

15) Removal of Grade Pay has been proposed by replacing the earlier existing scale of pay.

17) Equal qualification in Recruitment Rules should be given equal pay scale based on Recruitment Rules. This was accepted by the commission.

18) Employees completed 12 months service become eligible for next annual increment but next day he/she is out of service due to retirement. He/She is not eligible for even pension benefit. This was noted and agreed to propose to give benefit in the pension by adding in the increment.

19) NPS: NPS is based on Parliament Act therefore it is not coming within the purview of VII CPC. However. he had agreed in the eanier meeting that he will call the PFRDA Chairman and discuss with them about the proposed Pension benefits. Accordingly, he called and discussed with them. Pay commission is of the opinion minimum Pension should be 50% of the last pay drawn and if it is less than that Government should contribute and if it is more than 50% of pay that should be allowed to be drawn. This must be ensured by PFRDA on that line Pay commission is proposing which is a welcome decision.

20) Educational Assistance: We have demanded for Educational Assistance for two children. instead of two eldest children. and also to pay the same for Post Graduate and Professional Courses. 7th CPC has agreed to consider it upto Graduation level.

21) Further proposals if any. commission is free to accept the proposals and it will be entertained.

30^th ALL INDIA CONFERENCE – A GLORIOUS SUCCESS AND

AN EXHIBITION OF UNITY AND CLASS CONCIOUSNESS OF POSTAL WORKERS

The 30th All India Conference of our union was held from 04.06.2015 to 08.06.2015 at Baba Saheb Bhim Rao Ambedkar University, (Com. S. K. VyasJi Nagar) Lucknow under the presidentship of Com. R. Sivannarayana CHQ President. More than 2000 comrades participated as delegates and visitors from all parts of the country. More young comrades could be seen this time which establishes the growth of our union among the new recruits. The attendance of more comrades was also encouraging.

The AIC commenced its proceedings with the flag hoisting at 10.30 hours on 04.06.2015. The National flag was hoisted by Com. M. Krishnan, Secretary General, Confederation. The NFPE flag was hoisted by Com Giriraj Singh, President, NFPE and the AIPEU Group 'C' flag was hoisted by Com R. Sivannarayana, President CHQ. Homages & tribute rendered to the martyrs column thereafter.

The house was informally constituted and the subjet committee commenced under the presidentship of Com. R. Sivannarayana, President. The open session commenced at 16.00 hours on 04.06.2015. Com R. N. Parashar, Secretary General NFPE & Chief Patron, Reception Committee presided. It was inaugurated by Com Tapan Sen, General Secretary, CITU who covered the adverse impact of neoliberal policies on the working class and the need for further united struggle of the working class to save the nation. He hailed the role of our Federation and unions in the mass movements.

After the inauguration, the following leaders of various political parties and Trade Unions greeted our conference with their speeches. Com. Subhashini Ali, Polit Bureau Member CPI(M) & Ex-M. P. Kanpur, Sri Ram Narain Sahu, Ex-Member, Rajya Sabha, Dr. Mahendra Singh, MLC, Dr. Sarita Singh, Chief Postmaster General, Uttar Pradesh Circle. Com. Shiv Gopal Misra, Secretary General, AIRF and Secretary, National JCM (Staff Side), Com. K. Ragavendran, Ex-Secretary General, NFPE & General Secretary, All India Postal & RMS Pensioner’s Association are the prominent speakers delivered their oration in the open session. Com. Virendra Tiwary, General Secretary, Reception Committee and also the General Secretary, SBCO Association delivered vote of thanks.

In the midst of the subject committee, the following comrades delivered their oration and conveyed the greetings. Com. T. Satyanaryana, General Secretary, Postal Accounts, Com. P. Suresh, General Secretary R4, Com. Giriraj Singh, President NFPE & General Secretary R3, Com. R. Seethalakshmi, General Secretary P4, Com. Pranab Bhattacharjee, General Secretary, Admn, Com. P. The delegate session was commenced in the evening on 04.06.2015 and the agenda for the AIC was approved unanimously. The Biennial report by Com. N. Subramanian, officiating General Secretary and the audited accounts by Com. Balwinder Singh, Financial Secretary were presented for adoption. In the AIC, all the circle secretaries and a record number of delegates representing from all circles participated in the lively discussions on the agenda of organizational issues and others. There was all round appreciations about the functioning of the CHQ which exhibited their confidence and faith in the leadership of CHQ. This is the another conference that there was discussion only on issues confronting the employees and there was no unwarranted criticism or comments on any one. Total 112 delegates including 20 circle secretaries participated in the organizational review. The Officiating General Secretary, Com N. Subramanian summed up all the issues. Com M. Krishnan, General Secretary also addressed the session.

In the midst of conference a felicitation was organised by the reception committee to honour the General Secretary Com. M. Krishnan on the eve of his retirement. A colourful function was held. The resolution on policy and programme was unanimously adopted at the conference. The resolution committees formed for finalization and presentation on various agendas presented their draft resolutions which were unanimously resolved. The biennial report and audited accounts were unanimously approved and adopted by the delegates and thereafter the election of office bearers was held. The following office bearers were elected unanimously for the ensuing term.
