LETTER TO CIRCLE SECRETARY REGARDING FINACLE PROBLEM

Dear Comrade,

        Good morning,

        I am with painful note addressing this letter to you to take up the issue with appropriate level.

        In Karnataka Circle the migration of all 58 HOs have been completed and only few SOs are left for migration.  This will also be completed by March 2016.  But the problems facing by employees are not addressed by any officer.

        Since last one week the finacle is very slow and in many offices this is not at all working.  In almost all offices the customers are cursing the officials at the counters as they are not in a position to get transactions in the office.  The officials are become helpless.  Added to this in Shivamogga division, about 36 officials user IDs were locked on Wednesday.  It was able to get de- locked only at about 7.30PM. Officials forced to sit in the offices up to mid night for finishing the work.  This has become a usual practice in now a days.    The divisional administration is not at all bothering about this and not at all caring for this.  They are showing their hands towards RO/CO and pressing for EOD only.  The staffs are ready work but the working atmosphere is not at all there in the office.  Either main server is not connecting, net work problems, shortage of staff etc., The officials in the ground level are frustrated over the attitude of administration.   Added to this they have to face the customer and take the blame from the customer for no fault of them.   This not only problems of Shivamogga but it is a problem all over the circle.

        Kindly take up the issue with the concerned and urge for immediate necessary action in this regard.
        I hope that you will take this in right perspective and come to rescue of the official who are in need of some relief.

THE PAYMENT OF BONUS (AMENDMENT) ACT, 2015
NO. 6 OF 2016                                                                         [31st December, 2015.]
            An Act further to amend the Payment of Bonus Act, 1965.
BE it enacted by Parliament in the Sixty-sixth Year of the Republic of India as follows:—
1. (1) This Act may be called the Payment of Bonus (Amendment) Act, 2015.

(2) It shall be deemed to have come into force on the 1st day of April, 2014.

2. In section 2 of the Payment of Bonus Act, 1965 (hereinafter referred to as the principal Act), in clause (13), for the words ‘‘ten thousand rupees’’, the words ‘‘twenty-one thousand rupees’’ shall be substituted.

3. In section 12 of the principal Act,—

(i) for the words ‘‘three thousand and five hundred rupees’’ at both the places where they occur, the words ‘‘seven thousand rupees or the minimum wage for the scheduled employment, as fixed by the appropriate Government, whichever is higher’’ shall respectively be substituted;

(ii) the following Explanation shall be inserted at the end, namely:—

‘Explanation.—For the purposes of this section, the expression ‘‘scheduled employment’’ shall have the same meaning as assigned to it in clause (g) of section 2 of the Minimum Wages Act, 1948.’

4. In section 38 of the principal Act, for sub-section (1), the following sub-section shall be substituted, namely:—

‘‘(1) The Central Government may, subject to the condition of previous publication, by notification in the Official Gazette, make rules to carry out the provisions of this Act.’’.
