LETTER TO SC, NFPE AND HIS REPLY

                Namaste,

        Wish you happy Diwali.

        With profound regards we, the Divisional Secretaries of Shivamogga Division in Karnataka Circle submitting the pulse of the postal employees in general and members of my union in particular.  We hope that you will take these aspects in the right perspective.

         As you are aware, Shivamogga division is one of the good working divisions in India.  We are always following the instructions of NFPE and participated in all calls of NFPE since long.  In many past strikes, Shivamogga is only division in Karnataka participated in the strike in the entire circle.  For that we had taken special treatment like getting of FR 17A and others and later on it was quashed.   It is the only division in Karnataka which took local decision and struck work for two days in November 2013 against the atrocities of Divisional Head and came out with glorious success.  During this strike 5 local leaders were suspended and at the gun point the suspension orders were withdrawn by the same authority issued it.  The divisional head responsible for such drastic action, particularly tried to curb our activities, was also transferred.

        Out tradition is that.  We are ready to fight for any injustice AND TOTAL UNITY IS OUR MANTRA, We maintain unity among all including GDS.  We always wanted that our NFPE flag should fly high.  Now want to share some important things regarding December 1st and 2nd Strike call given by NFPE.

        Originally the strike was fixed in May 2015.  Later on it was postponed to 23rd  Nov ember 2015.  In the mean time the confederation felt some more time is needed for preparation and the time was not suitable for going on strike as the Pay commission is going to submit its report shortly.  To pressurize the Govt. COC has planned some programme of Dharna etc during Nov.2015.

        Our mighty federation has hitherto ( that is since last one year or so) given calls of one day strike and Dharna in consultation with the other postal organizations under JCA.  Even September 2nd strike was also a JCA call.  All of a sudden now the NFPE has given a call of two days strike from 1st Dec and 2nd Dec individually!  Now there is no participation of FNPO.  We are not able to know how this decision was taken and the purpose behind it.  When the COC and other federations are not feeling that the date for the Strike is not feasible, how the NFPE feels and fixed the dates for the strike..............?

        The demands for the strike are also not convincing.  When the 7th CPC rejected GDS issue thrice and the Govt is ready to constitute a committee for GDS, whether it is a judicial or Official committee is it fair?.    Is there any meaning to go on strike to include GDS in 7th Pay commission at this juncture?  We feel it is nothing but dragging the issues of GDS and denying them justice, rather a game to deceive them. We feel we should raise a strong/TOTALLY UNITED VOICE AT THIS HOUR.  At least we should pressurize the Govt. for a judicial committee like Justice Talwar and seek justice to the poor GDS.  Once the pay commission submits it reports the frustration among the GDS will go high  then we may not be in a position to console them.  The events are mere repetition and our innocent GDS surely understand the situation/movement better than us.

        Regarding restructuring of cadres; Why we have kept simply silent for last 8 years?  Why the same was not included in last strikes.   When we have not succeeded how our leaders think that it would be finalized in the two days strike?  Even Com Krishnan is telling that once the pay commission submits its reports, then this restructuring  of cadres proposals would be of any use and fresh proposals are to be thought of.  If it is so why my mighty federation has not considered this and acted wisely.  Is this the time to act?  When the pay commission is submitting its reports shortly, what is the purpose of including this demand in this strike?

        Regarding filling up of the vacant posts; For PA posts examination is going to be held in November and December.  GDS and Postmen posts are being filled up.  Of course there is no creation of posts.  For that is it the time to go on strike?

        At present we the P III officials are facing too many problems.  Staff shortage, especially the skilled, is one side and on the other hand finacle/siffy problems.  There is no proper network of siffy all over the country and sufferers are our staff at the work spot.  They are facing the wrath of public and the higher ups.  The wrong doings, including fraud at the highest level is not being questioned.  The outdated software and the outdated network is killing us. Proper decision to buy required software and quality network is the urgency and important at the time when we are in the competition.  It is because of the base level workers the wrong doings of the top bureaucracy is covered for the present .  It is most unfortunate that our CHQ and Federation are keeping mum regarding this URGENT AND IMPORTANT issue. Employees are facing severe problems because of siffy net work.  But officer below are extracting work some how and cares least for at the problems of staff and public.  Many new business services are being introduced in the department without consulting the staff side and without PLAN AND INFRASTRUCTURE AND CHANGE OF RULE.  COD articles are not being fetched in the system,  Amezon on line service introduced without any additional staff.CSI software introduced in Mysore division of Karnataka, YET TO BE STABILISED - there was no work in almost all offices for a week!  Customers blamed our staff.  But the officers were safe.  For all these things it is painful to note that neither CHQ nor Federation raised to the occasion.  For the sake of customers' service and to resolve the problems of the staff  NO CALL OF AGITATION WAS THOUGHT OF even a call of single day Dharna not decided, most unfortunate indeed|

        This is the for the first time we are forced to communicate the feelings/aspirations/voices of the members to the CHQ/NFPE.  This is the democratic functioning of the divisional union, each voice should receive due attention/respect we subscribe their views.  In the recent days ‘STRIKE’ has lost its value as the department is not taking it serious, we know it is to force them for a forum/dialogue!  The department is thinks that it is an income to the department by cutting the salaries of the employees.  It is also a true that in the recent times, the percentage of strikers has come down like anything.  The ordinary members particularly the new comers are not at all interested in the trade union movement and lady comrades are also not showing the interest on frequent strikes without any results.

        We in Shivamogga are in the fore front since long for the strike and agitational programmes, we are finding it very difficult to organize the strike when all other neighboring divisions in Karnataka are not at all heeding for the futile calls of NFPE.  But this time the members strongly feel that this is the not the time for strike as all are expecting reports of 7th pay commission.  We feel that we should give respect to the voices of the members who are the masters in the agitation programmes.  WE ARE STILL PREPARED IF THE FIGHT IS TO CORRECT THE SYSTEM/TEACH LESSONS TO THE TOP BUREAUCRACY AND FOR BETTER WORKING CONDITION/SERVICE TO PUBLIC.  IN ONE WORD FOR TRUE CAUSE!
        Under the circumstances explained above, we request our great leaders to look into matter afresh for a better decision, including to defer it.  IN THE GIVEN SITUATION/ULTRASONIC AGE YOU MAY TAKE STRIKE BALLOT BY GETTING DIRECT FEED BACK FROM OUR MEMBERS ON THE WEB/MOBILE.

         Hoping for better understanding of the rank and file and the leaders and the issues for the good of members of my union/better tomorrow.

Strike decision has been taken by NFPE leadership democratically after discussing thoroughing all issues. Now no question to go back. We have to register our protest strongly to achieve our demonstration so please make preparations for strike.
